Can anyone recommend a custom backpack tailor? (i.e. Someone capable of sewing cordura?)

I'm in Beijing, of course, and you can get anything tailor-made, if you show them a pattern (like for instance an LL Bean catalog... or an IKEA catalog for that matter). I've been trying to find a good place to get tailor-made shoes. But a tailored backpack... what a concept. I'd say "send me your measurements and I'll get one done for you here" but I don't know what measurements one would take.
He works in canvas mainly (this is all 20 year old data, he may be out of the biz) this stuff looks very canvas like. If it's still the same person, his last name should be Hoops.
Buying his work, is buying a bag for life. I have a bag he made me 20+ years ago.

Cobbler.
We take our straps to the cobbler to bar tack on our homemade backpacks, we use our machine for all of the little stuff and get them to finish up.
